Contractor Surety Bonding Capacity & Working-Capital Haircut Calculator
Surety underwriters evaluate CPA-reviewed accrual financials rather than unadjusted book Working Capital. In typical underwriting scenarios (subject to carrier discretion), 90+ day past-due trade receivables are disallowed at 100%, unverified general inventory is haircut by 50%, and prepaid or related-party assets are excluded before applying a 4x to 8x single-job and 10x to 20x aggregate multiplier.
How much could surety working-capital haircuts affect your modeled bond limit?
Surety underwriters evaluate CPA-reviewed accrual financials rather than unadjusted QuickBooks Current Assets minus Current Liabilities. In typical underwriting scenarios, 90+ day past-due trade AR is disallowed at 100% and unverified general inventory is haircut by 50%, subject to each surety's discretion and contract documentation.
1. Modeled aggregate backlog limit (15x)
$8,346,000

2. Modeled surety-adjusted working capital
$556,400
$650,000 book WC minus $93,600 modeled haircut ($70,200 100%-disallowed AR deduction + $23,400 inventory deduction after 50% haircut on $117,000 flagged pool).
3. Backlog capacity reduction from haircut
$1,404,000
Modeled difference ($93,600 haircut x 15x multiplier) subject to collectibility and underwriter review.
3 surety underwriting fault patterns to check on your Balance Sheet:
Underwriting Check 01
Track 5% to 10% contractual retainage separately in Account 1210 tied to an AIA G702/G703 rollforward so current collectible retainage is not misclassified as delinquent 90+ day Trade AR (Account 1200).
Underwriting Check 02
Document job-specific staged equipment in Account 1360 (Uninstalled Materials) with project submittals and invoices rather than commingling it inside unverified general warehouse inventory.
Underwriting Check 03
Reconcile monthly Costs in Excess of Billings (Account 1350) and Billings in Excess of Costs (Account 2450) to a job-by-job ASC 606 WIP schedule.

Surety bonding capacity & WIP underwriting FAQ
Surety underwriters start with CPA-quality accrual financial statements and compute Surety-Adjusted Working Capital (Current Assets minus Current Liabilities, after applying asset-class haircuts: 100% disallowance on 90+ day AR and 50% haircut on unverified inventory). Depending on trade risk, CPA review/audit level, and WIP schedule quality, underwriters typically extend 4x to 8x Surety-Adjusted Working Capital for your Single-Job Bonding Limit, and 10x to 20x for your Aggregate Backlog Bonding Program.
Standard surety underwriting haircuts disallow: (1) 100% of trade Accounts Receivable aged past 90 days, prepaid expenses, related-party balances, and unsubstantiated Underbillings (unless isolated as contractually held Retainage in Account 1210 or tied to a monthly ASC 606 WIP schedule), and (2) 50% of unverified warehouse/truck inventory (unless separated as job-specific staged equipment in Account 1360). Our calculator's third slider models a flagged balance-sheet pool composed of 60% 100%-disallowed items (90+ day AR, prepaids, unsubstantiated underbillings) and 40% 50%-haircut inventory (an effective 80% disallowance on the flagged pool).
In commercial construction, 5% to 10% contract retainage often remains contractually held for 90 to 365 days until substantial completion. If your bookkeeper leaves retainage inside standard Accounts Receivable (Account 1200) without a separate retainage schedule, it appears alongside delinquent 90+ day trade invoices and is frequently disallowed during surety and bank borrowing-base reviews. Segregating current collectible retainage into Account 1210 (Retainage Receivable) supported by an AIA G702/G703 rollforward allows underwriters to evaluate it separately under your surety program.
Under ASC 606 cost-to-cost percentage-of-completion accounting, Billings in Excess of Costs (Overbillings, Account 2450) are a current liability representing customer cash collected ahead of job progress, while Costs in Excess of Billings (Underbillings, Account 1350) are a current asset. However, chronic underbillings without approved change orders signal job fade (unacknowledged cost overruns) or slow billing discipline, causing underwriters to discount or disallow the asset.

Questions before treating profit as cash
The margin, cash, and operating questions we check first when reviewing your numbers.
What completed work has not yet become an invoice?
Completion, billing and collection are separate events. A profitable job can still be waiting for a billing handoff.
Which invoices explain the next cash shortfall?
Total receivables can conceal a few large balances that matter more than many small invoices.
Does the cash forecast include the next payroll funding event?
A completed or approved payroll run does not establish the date and net amount that will leave the bank.
